  • Supports the Office of General Counsel and oversees the coordination, administration, and management of all aspects of labor relations related to collective bargaining unit employees to ensure compliance with collective bargaining agreements and federal and state employment regulations, while providing consultation, training, and constructive conflict resolution for and between company leadership, union leadership, and bargaining unit employees. 
  • Provides advice and assistance to managers of the unionized workforce on the full-scope of employee relations, labor relations, and workers compensation issues, including conduct and performance-based actions, leave and medical concerns, and filing claims for compensation.
  • Drafts labor relations notices in accordance with applicable statutes, regulations, administrative and judicial decisions, policies, and national labor agreements.
  • Performs fact-finding investigations of complaints and grievances related to employee or labor relations issues. Assists the Office of General Counsel in drafting in-depth written responses to charges of violations of discrimination and other federal laws.
  • Investigates grievances, unfair labor practice (ULP) charges and union complaints in pre-litigation stage for possible settlement or withdrawal.
  • Advises on the impact and implementation of bargaining proposals and changes impacting bargaining units. Provides guidance and advice to management on the implementation and application of negotiated agreements with labor unions.
  • Serves as the local resource for handling complaints filed with the National Labor Relations Board.
  • Works with operations, payroll, leave, workers compensation, safety and human resources functions to ensure the terms of the collective bargaining agreement are properly adhered to and executed.
  • Has responsibility for managing the negotiation of memoranda of agreement and the resolution of disputes and complaints between the company and the union, doing so in partnership with company leadership, human resources, and assigned internal and external legal counsel.
  • When requested, assists with the written disciplinary documentation to ensure consistency in policy application. Conducts investigations relative to discipline, complaints, or alleged violations of policy, federal, state, or local statutes. Provides guidance and counsel to line-level employees and management relative to company policies and employee related concerns.
  • Assists the Company in developing and implementing a corporate labor relations strategy by providing strategic guidance on labor relations issues; performing duties relating to contract negotiations, contract administration, and arbitration; and responding to labor relations concerns.
  • Researches federal and state laws, economic data, and wage data common for careers, industries, and states

Knowledge, Skills, Abilities:


  • Thorough understanding of labor laws and the entities that govern them (NLRB, DOL, EEOC, etc.)
  • Excellent organizational skills and ability to manage multiple priorities in a fast-paced environment
  • Demonstrates a high-level of social and emotional intelligence
  • Is a self-starter with strong follow-up skills and has the ability to work independently or in teams
  • Exceptional ability to tactfully negotiate with union leaders to achieve respect and goals
  • Significant hands-on experience and knowledge with labor laws/contracting in a multi-union environment across multiple business units
  • Experience with Microsoft Office, specifically Excel and PowerPoint
  • Ability to interact with all levels of management
  • Strong communications, interpersonal and coaching skills


  • Bachelor’s degree in Human Resources/Industrial Relations or Business related field.
  • Minimum 5 years’ experience in a unionized environment
  • Significant hands-on experience and knowledge with labor laws/contracting in a multi-union environment across multiple business units.

The role is located in the General Counsel’s Office in Bethesda, MD. Significant travel may be required at initial onboarding and may decrease after communications with field management have been established.
